We provide Authorising Engineer (Electrical) services for both Low Voltage and High Voltage Electrical Distribution systems.
Our Managing Director Jason Fisher is an IHEEM Registered Authorising Engineer (Electrical) and an experienced Chartered Electrical Engineer, trained to the rigorous and demanding standards required by HTM 06-01 Electrical Services Supply and Distribution, HTM 06-02 – Low Voltage systems and HTM 06-03 – High Voltage systems. In addition to the healthcare sector we can also provide AE (E) services to the Pharmaceutical, Commercial, Manufacturing and Industrial sectors.
The Authorising Engineer
The Authorising Engineer is an independent advisor to a healthcare organisation, with a brief to provide services in accordance with the relevant Healthcare Technical Memorandum including all national, regional or local variations.
Duties of the Authorising Engineer
- Assess and recommend in writing sufficient Authorised Persons to provide the necessary cover for all Electrical LV and HV systems and installations for which management has responsibility;
- Define the exact extent of the systems and installations for which each Authorised Person is responsible;
- Notifies management of any known operational restriction issued by a distribution network operator or equipment manufacturer etc, or one which arises locally;
- Initiates and coordinates the investigations of reported injuries and dangerous occurrences involving electrical systems and installations within the Authorising Engineer’s sphere of responsibility.
They should:
- Sanction any interpretation of guidance, any local house rules and any deviation that may be necessary for their application;
- Ensure that any amendments to guidance are brought formally to the attention of, and are understood by, all appropriate personnel;
- Notify the management of any known defect reports or operational restrictions issued by a distribution network operator, manufacturer or supplier of electrical equipment which is applicable to equipment within the areas for which the Authorising Engineer is responsible;
- Ensure that a system is in place to circulate relevant information on operating restrictions and dangerous occurrences to all Authorised Persons;
- Investigate all dangerous occurrences involving electrical equipment, systems and installations for which the Authorising Engineer is responsible;
- Agree in writing any local deviation from guidance that may be necessary for their application to a particular item of equipment or location;
- Ensure that any amendments to guidance are brought to the attention of, and understood by, all Authorised Persons.
Where there is no process in place for safe systems of work, we can work with clients to develop and implement a bespoke SSoW.
The AE can assist in the selection and auditing of Authorised Persons in addition we can review and assist in the review of safety documentation, policies and procedures.
Appointment of an Authorising Engineer
An Authorising Engineer should be appointed in writing by the management, responsible for the Electrical system.
